About this Presentation

The application of TOC to governmental operations and bureaucracy has unleashed a powerful wave of improvement results and potential. This seminar reveals that potential! It is possible to utilize TOC-based continuous improvement methods to reengineer government for breakthrough performance. Your government can maximize efficiency and effectiveness in a world of heightened demand and dwindling resources. It is not only possible, but the right thing, to enable our local and national governments to enhance quality, reduce wait, and decrease cost to truly achieve “better, faster, cheaper, and friendlier” government and non-profit services. One of the webinar objectives is to introduce TOC’s potential to governments and non-profits around the world by providing them some news they can use: TOC-based tools they can use to improve their operations tomorrow! Government does not have to get more expensive every year while providing less services per capita. Government should not be a constraint in the lives of its citizens. If governments embrace the established and proven principles of continuous improvement, they will evolve into learning organizations capable of meeting the changing demands of our dynamic society. This seminar demonstrates this promise. This webinar will enable you to successfully apply TOC principles to the Gordian knot of government and any other type of bureaucracy (healthcare, non-profits, higher education, etc.) The Webinar author, Alfredo Mycue, will demonstrate the following: 1. How to reliably achieve 25% improvement or more in government. 2. Ambitiously propose strategies and fixes for the seven major challenges in government that interfere with government’s mission: Working so hard we assume we have no more capacity; Assumption: we need more people for higher productivity or quality; Focus is shattered by many stakeholders making many demands; No incentive to attain improvement savings because we must “spend it all”; Compliance requirements consumes our resources and capacity; IT systems as a panacea; and Reorganizing and changing managers instead of making lasting change. 3. How to achieve an enterprise vision for “what good looks like” by applying 5 Focusing Steps, goal validation, and metrics selection. 4. Apply the arts and sciences of government improvement via the “Map It, Gap It” 7-phase project method. 5. Use of other TOC/ITLS tools to “break” Catch-22’s, core conflicts, and dichotomies in government in order to reengineer processes and achieve cultural change: Interference Diagramming; Conflict Clouds; Current and Future Reality trees; Progressive Resolution; Journey Board - Capacity Model; Dashboard - Balanced Score Card - Financial Measures; and 6. Sharing of results: 46 major projects over 7 years, all of them improving by 25% or much more.
